Photo checks are a guide
The photo tool and the photo checker measure your photo against the rules the issuing authority publishes, and say “Looks compliant”, “Check the warnings” or “Needs a new photo”. These are our measurements, not an official decision. The passport or visa office decides whether a photo is accepted, and it may reject a photo for reasons no software can see. We copy every rule from official sources and show the source and the date we last checked it. Authorities change their rules, sometimes without notice. If a document page differs from the official page, the official page is right; please tell us so we can fix it.
